Is there any device that can be connected to heavy-duty vehicles and track position and engine hours?

I would like to track an excavator. An see how many engine hours it is using (For maintenence) It does not have any OBDII socket.

I am not sure. The owner said that it is possible to connect something to current wires to detect if the excavator is running or not.

A number of the Chinese trackers have an ignition on wire which detects exactly that. Alternatively you could just connect the tracker power line to an ignition wire (only on when running) and the unit will then be online only when the engine is running and the times will be recorded.
