Current version is 4.8. I think its better to blame the OLD traccar version than the VPS.
I will update and tell you how it works for me.

If I improve enough, some 40 to 60 disconnected devices continue to appear, but on the other paid platform that we have, the same thing happens.

Hello, currently install traccar server on a Contabo VPS test server:
-Ubuntu 18.04 (64 Bit)
-10 cores, 60GB ram
-1600 GB SSD
-1000 Mbit / s port
-Unlimited traffic
I have almost 1000 GPS Devices, perform all the JVM and MYSQl optimizations that are in the documentation, but less than half send your location well the other half is offline or unknown. I use traccar v3.16
