Can someone decode this data and tell me which protocol and port I should be using and what the device ID is?
As you can see I initially tried port 5015 but no luck.

Yes that worked.
This is a nice small unit hidden inside a relay that can be used to stop the car by shutting off the fuel.
To program the IP and Port use the txt command: ADMINIP123456 xxx.xxx.xxx.xxx 5013
