Unless you have access to all these vehicles to be able to install a tracker, there will be no miracle capable of doing this.

What are the main characteristics of it? what are you talking about? I still don't clearly understand what you're looking for, do you want to track buses, taxis, etc.? If so, just put a tracker in each vehicle like you do with any car.
