Do you have the protocol documentation?
I guess the protocol is the one in the link below. I know this protocol is valid for Jimi JC100.

Looks like GT06 protocol, so port 5023 should work.

Does Traccar support viewing live or recorded video from dashcam devices?
No.
Is this on the roadmap for future releases?
Not that I'm aware of. There might be a feature request for it on GitHub, but it's unlikely to get prioritized unless someone's interested in sponsoring the work.
It just seems that the industry is moving in that direction. Do you know how much it would take to sponsor something like that?
