Is it possible for a manager to able to create other mangers?

This is important for managers (wholesalers) of device to create other managers(retailers) of device.

Please this is the industry standard.
Currently managers can’t create managers

I don't think we support it currently. Check if there's already a feature request for it and express your interest there. Or create a new one if there's none.
