This one Device, bought at ebay.de, I try to connect: (i think its GT02 protocol, but no sure... is any mix of CHN clones...)

Device ID begin with: 9171147... , its stange.

Last Test was at Port 5023

Bat NOT connection in Traccar API , Web

On my Ubuntu server run Traccar BEST since 3 Years with TK103 any clones, no any problemt (only 1 time in 3 month port 8082 hang on)

Not sure how you picked the port/protocol. Correct one is 5013. Please read the documentation next time.

Only one question more please:
Why are some HEX not possible to encode in https://www.traccar.org/hex-decoder/
As example:
