Let's suppose that someone press the panic button of a tracker, and naturally the device will send a SOS notification. If the manager app be running as a service on the phone, a siren sound (like police) could be played on that phone that the manager is running. If the manager running as a service drains out the battery, maybe another app just for this function could be created.
What you really want is push notifications.
