Have you tried connecting to the IP address from the machine where you have Traccar installed? Sounds like you have some network issue.

No, that's not what I meant. Have you tried connecting to the phone from the server using browser or any other HTTP client?

Do you mean like a firewall? There is no such thing on Android, at least by default. Most likely it's an issue with your network and IP address reachability because of that.
