Tracking Cyclists (during race)

I have been designing software for cycling teams in which they can prepare a race, and during the race see the information about wind and elevation for the different riders in (almost) real time in the team car.
For the riders positions I have done some experiments with a tracker app on cell phones, but because they are 2 way communication and not limited to just location information (one could possibly send biomedical information) UCI rules do not allow for cell phones to be used during races.

So I'm looking for a small reliable unit that could possibly be mounted under the saddle and send positions send it's position at least every 10s, more is better and had a battery life that could support this for up to 8 hours.
The riders itself would something als light as possible but I realize that battery capacity comes at a cost.

Does anyone have any suggestions?
For continued testing I could prefer something budget (but reliable), when rolling out the software I would consider adding more options as (at that point) it would be the teams paying for them ...
