How to configure new user approval

Is there a chance that a new user can start the registration by himself, either with the Register button or with openid, and that I, as an admin, approve that registration?

Self-registration is possible, but we don't have an approval option. What you can do though is set default device limit to 0, so they can create an account, but can't register any devices until you go and set the limit as an admin.
