Backup request location when main GSM Device is down

Hi,

I have a few vehicles equipped with Teltonika GSM GPS trackers. Problem is that when they're outside GSM coverage, I’d like to have a fallback method, such as Iridium or LoRa, to retrieve their location.

My question is:
Is it possible for the Traccar server to request a device’s location using an API call? Specifically, if the last known state was "Ignition ON" and no new position has been received for, say, one minute, can Traccar trigger an API call to an external (non-Traccar) server to retrieve the position?

I’m trying to avoid sending data from the secondary system to Traccar continuously, as satellite communication is costly and unnecessary when GSM is available.

Bonus requirement:
I’d prefer that positions from the secondary source not be stored in the database, just used for real-time/live tracking. Once GSM is restored, the tracker will provide accurate positions again, making the secondary data obsolete for history purposes.

Is traccar 6.7.1 support oracle database???
If someone has managed to get it working, I’d appreciate any tips, configurations, or compatibility notes.
