i only know that exist some expensive devices that have a dual connection gprs and satelital connection when you cant reach gprs signal
It's not possible to use Traccar for your device if it doesn't have internet connection. GPRS is internet connection, so I'm not sure what you mean by your second question.
And to add to the confusion, if you are using Android or IOS client, or for that matter any device witch stores information when you are out of reach of an Internet connection. You can use wifi to transfer the data collected. So when out and about with no internet connection, then when you are in 'connected' WiFi range it will populate the database within traccar and you can follow the route after the fact.
