Are Devices scoped to Users?

I've created a couple of Users (all admins) in Traccar, and one of the Users has several Devices. None of the other Users, nor the Admin, can see that Users devices. Is this expected behavior? If so, is there a way to create Devices that multiple users can view/share?

It's expected. Each user can see only his own devices. Admin can share devices via Settings > Users > Devices.
