No, it's not possible. This attribute is there not for controlling permissions. It's only to make UI more user friendly for various use cases.

Is it possible to administratively disable vehicle functions for a user account?
Even if as an administrator I set the user attributes UI: Disable Vehicle Fetures, UI: Disable Drivers to true, user can re-change them to false or delete them and enable vehicle functions.
If I disable vehicle functions for the entire server, then as an administrator I can not enable them for a single accounts/users.
