Windows Build dependency - maven surefire issue

Plugin org.apache.maven.plugins:maven-surefire-plugin:2.12.4 or one of its dependencies could not be resolved

I'm looking to evaluate if traccar could be a basis of a project.
New Win10 biuild setup.
Downloaded the server and maven. Tried running a vanilla build just to run through the process and the build halted with the above error.

Has this been seen before?

Looks like some network issue.

Turns out you were correct, but it was due to my version of the JDK.
I had version 1.7 which has some changes with respect to TLS support.

I've downloaded JDK1.8 and all now builds successfully.
