SMS API Integration
Probably possible, but the API looks very complicated, so I don't have an answer to the how question off the top of my head.

I don't think so. You should be able to use our standard HTTP SMS API option:
https://www.traccar.org/http-sms-api/
You just need to figure out the parameters.
