Upgrade Server from 5.8 (ubuntu) to 5.10 (windows)?
It applies to all scenarios. Note that if you're using H2 database, you would have to also migrate it to the new format.

Can you point me in the right direction to follow the instructions in the link to upgrade Traccar? I’m really very new to Ubuntu’s CLI.

You can see it in your conf/traccar.xml file.
But in your case i think it would save you a lot of trouble by just installing 5.10 from scratch (just because it seems you lack basic knowledge).

I need help to move all my info from version 5.8 (ubuntu server) to 5.10 (windows server 2019)
(theres not much info.. i have 4 devices working.. and several geofences. but i need the all the previous data in the new install)
What specific files should I transfer? is there an "easy" way"?
