I'm assuming that you're (also?) asking which tracker device would be best for your application. If so, then perhaps use 'asset tracking' devices, such as those from Teltonika? These have internal batteries which last a long time, probably much longer than a golf game (I'm not a golfer though...). Unless you want to track electric golf carts, which will have a power supply, so a vehicle tracker (e.g. Teltonika FMC 920) could suffice.
I assume that all golfers have a caddy/cart, and/or bag, for their golf-sticks, so perhaps you could attach the trackers to the carts/bags (again, though, I'm not a golfer). Do pairs of players (or more) share a cart? (but, presumably, not a bag).
Or you could attach them to a wrist-band (I suspect golfers would object to this; would ruin their swing), or an ankle tag (they might object to this for other reasons).
You would need as many tracking devices as the maximum carts/bags/etc. you might have on the course at a time; maybe attach them when they leave the clubhouse.
You could set up geofences for each hole, with notifications for each golfer/pair/group/cart/bag. You would then be notified when they arrived and departed each hole (or if they removed any rented carts/bags etc. from the course).
