Capacity of the server
It depends on your server specs and configuration. Traccar has been successfully tested with 100k devices. It can handle 8000 messages a second and possibly more with right set up.
What was the server configuration for your test of 100k devices?
As far as I remember, it was Amazon EC2 server with 64GB RAM and SSD hard drives.
Was the DB running on the same machine?
I think we tested both options local MySQL database and Amazon database option.
Do you recommend database on the same instance or a separate instance is better?
Database on the same server is recommended.
