What do you mean?
I have installed Traccar on windows server 2062 in google cloud, it works fine when I excute it on http://localhost:8082/ but cant access with the external IP.
Probably because something blocking the access.

Not very familiar with Windows or Google Cloud, but we can try.
did you solve? Likely has to do with the IP configurations google cloud gives you as a user. showing localhost is accessible tells us that you are viewing inside the WIN box.
