You should use something like Fail2ban.
I had the same issue and I ended up block all addresses via firewall except the range my mobile servce provider uses.

How we can safeguard device ports under attack.
We got attack on 5001 and 5003 port which made our server cpu utilization go to 100% and non-responsive.
These ports can't be blocked also as device connect to them. Can you please guide.
