Devices with configurable server address

​hi to everybody!
Do i understand correctly, that all devices listed in​ https://www.traccar.org/devices/
are configurable to set​ ip-address for sending gps data thru gprs to server with any ip?

Most of the devices should be, but not all of them.

But how it is possible to connect to your server devices that not configurable?
The manufacturers of those devices configure not configurable devices themthelves?

Some devices have different firmware versions. Some are configurable and some are not, even device model is the same.

Another case - some devices can only connect to vendor server, but then vendor server can forward data to Traccar.
