Event start and end parking

Hello.
The tracker is in the parking lot.
The tracker sends packets once every two to three minutes. But only a few points are displayed on the map. That is, the filter is triggered. And despite drifting and stomping on the spot, the tracker does not move on the map.
Can you tell me how to get exactly this filtered information through the API? Or is there a ready-made method to get a parking start or end event?

And if you enable filtering, will the result be applied only to the map? Or also in the API?
