How to use “debug.html” to load non-compressed version of the web interface?

How to use “debug.html” to load non-compressed version of the web interface ? Let' say If I modified User.js , replaced it in the respective folder . Then in that case What changes should I make in debug.html.

You just need to add debug.html to your URL. You don't need to make any changes to the file.
