What version of Traccar are you using? Most likely your configuration file is invalid. Make sure it's a valid XML file.

One additional question can we set user SMS Notification as Per-user configuration that can be done in user attributes?
So every user can use separate sms http gateway?
That's not supported at the moment.
when should we can expect this feature via user Attributes?
There is no plan for it at this point.
