There are no dates, but you should be able to see all users in the Settings > Users.

I need a report where I can indicate which users entered on a date to traccar

It's not possible because we don't store user creation dates in the database.

there is no way to register the date and ip of the user when entering the traccar

If you are using one of the last versions, you should be able to see it in the log. But we don't register anything in the database.
