multiple users reading same devices

I guess you found the answer yourself. Yes, first you have to select user that you want to share the device with.
I use the latest version. Works great!
If I log-in as admin and look at a user I do not have a share option.
The language is set to Dutch.
How can I share devices between users?

Settings > Users > Devices
If you don't see that option, it means you are not admin, or you are not using official version of Traccar.

I have installed the free server on my own network.
Did not know if there were limitations on the free version.
There are no limitations and there is only one version.

It's "Users", not "User". And this option is only available for admin.

Nevermind, I found it.
It's now in Settings > User > edit user that should see devices > expand Connections tab > expand Devices dropdown and start adding devices.

It depends on what version of Traccar you're using.
