What makes you think it's a bug and not your configuration issue?
My apologies. Yes, After further checking the user profile for the Alarm notification group was not tagged. My configuration issues actually.
And that was the clear reasons why it did not trigger notification for Telegram Alert.

Highly appreciated you precise fault analysis on the users profile side which holds the Telegram Chat ID group profile. Thanks alot !
Kindly take note the Notification, Alarm, Power Cut Alert does not send out alert notice to Telegram channel but received at Web and Push Notification channel. Notice this bugs in Traccar server version 6.10.0 currently.
