Odometer updation is only available to Admin. Why?
There is no specific reason for it. When we implemented it there was no manager role.

You can submit a feature request for it. Or even better if you can contribute this change yourself.

One more thing, We can also give the permission to Users but that will be a clumsy thing to check Read only or Device Read only for each user or setup an attribute ( setOdometer ) to user model. But it can be a requirement for the users who have their personal vehicles. So, should we consider it?
I think we should avoid it for now until someone asks for it.
