Overspeed and report

How can I know if a vehicle X is exceeding the speed limit on a path X and maybe create an alert and report indicating that vehicle x has exceeded the limit x that path

You can set a speed limit per geofence.

Good idea but let's say that the vehicle moves on various roads with different speed limits it would be impossible to create as many geofences x roads and vehicles

there is no possibility to understand the speed from the map and comparing it with the GPS speed we have the right data (speeding) for each road
