I modified traccar.xml and set custom duration to 30 seconds (entry as 030, is right?). This is set for all devices or I have to set it up separately for each device?

No, if you set globally, you don't need to set per device.
To add the minimal Parking Duration Attribute for a device, do I do it this way? It's not a drop-down option for the Device.
