Found this company - they offer the cheapest rate per SMS I can find when you purchase in advance (your first time purchase only) at Australian $0.02 per SMS.
They also have email to SMS so you can send the email message from TRACCAR and have it delivered via SMS.
Normal rate is 0.07 cents per SMS although it drops on quota.
