Telegram notifications for users

Hi,

Does traccar already support telegram notifications to users?
Pull request - 4310 or 4309 or something else?

Of course, I mean if Traccar supports sending notifications to users out of the box.

Short answer is no.

Neither of these PRs has been merged into the release.
We've been running both for a while, and both seem stable - 4309 has better functionality though (I coded 4310...).
I hope that 4309 will make it into the next release.
