There is an application for Android and IOS that take photo? In case of theft

Traccar Client doesn't have such functionality. Not sure if there are any third party apps that do.

And the official developers of traccar have not thought about developing something that takes photos.

There is no plan to add such functionality at the moment. You can submit a feature request on GitHub if you want, but I don't think it will be available any time soon even if we decide to implement it.
