Upgrading On Windows

There is no separate 64 bit version anymore. It's a single universal one now.
I have read the official documentation and i get a blank database? How can i upgrade the database also. I've tried copying it to the new install directory but then the web interface doesn't load? Is there somewhere i have to go to import the data?
OK I've worked it out now. You need to copy your database files to the new install directory and then wait because it takes a bit of time to upgrade if you have a large database.
Can someone point me in the right direction for upgrading on Windows? I'm running 64Bit v3.7. How can i upgrade to 3.11? Doesn't seem to be a 64bit specific version to download and when i tried i lost all my database history? I've reverted back to the v3.7 backup but any assistance would be great?
