User account does not show notifications in its menu

The first thing is to thank you for this project, it is spectacular.
Hello, I have searched for a solution to my problem in the forum but I have not found it.
I have client accounts in version 4.15 but they cannot generate notifications, only those that I as administrator can share with them.
When I give you administrator privileges you can see in the menu the notifications to create otherwise it does not appear.

Are your users readonly?

No, the account does not have any type of restrictions.
