Web reports and Excel export not accurate.

When i display a report inside the web interface. The time is correct
But when i export the excel. The time is shifted but it is only the hour not the minutes nor the seconds.

Like this :

On site : 2018-08-15 4:40:44 p.m.
On excel : 2018-08-15 22:40:44

i have checked the time in my computer and its correct.
