Why does it happen?

In my server, the deivces is locking positions, and unlock while restart traccar, did you know what can be the problem ?

What do you mean by locking? Database lock?
Positions of the devices, for example, the device is in some place in the traccar but traccar information is old, while restart traccar , the devices appears in real position
I have a VPS server runing Traccar 4.8 + MySQL with 8 GB ram / 4 vCPUs / load average: 0,28, 0,36, 0,28
I tried to put a GT06N (port 5023) online, but it takes time to get online on my server, it took about 2 hours, in this server....
To make a test I was upload a 1g VPS on DigitalOcean, with last version of traccar server, and I tried to put the same GT06N online, to my surprise, he went online instantly...
So, I tried to put to my old server again, and slow again o get online...
Is this about traccar version?
