It has all the details. You need to set URL in server settings. After that you can select custom layer server-wide or per user.

...so I login as admin... go to 'Settings->Server->Custom Map:' then paste this http://mt0.google.com/vt/lyrs=m&hl=en&x={x}&y={y}&z={z}&s=Ga into the text area next to 'Custom Map:' and hit 'Save'. Is that all there is to it? ...because I do not see any change in the visible map panel.
Yes, that's what you need to do. Then just refresh the webpage.

after step mentioned by you, go to Settings > Accounts > Map Layer and choose Custom Map. And so now, refresh the webpage.
This will complete the configuration.

Bit of an old thread, but http://stackoverflow.com/a/33023651/1763157 shows the options for the lyrs param - eg if you want hybrid - or terrain.

Lets say I got license from google, can you please explain how to use it in traccar ?
