Do not see "Manager" Role, running latest buile 3.14

Sorry, my apologies, I am used to "roles" when noted as a specified role are directly visible and selectable and have visible rights. Re-reading the documentation, there is only an implied role of manager that is created by specific use of user count and groups created with specific members that will populate the user_user table. I trust this was done so as to maintain backward comparability without a major structure change.
Will create the members accordingly to see how it actually works.
Really appreciate all the work you and your team have put into this and enjoy seeing the consistent attention to the forum and the software itself.
Have seen notes "Providing Traccar as service" discussing manage role but do not understand how to create the role in the first place.
Perhaps I am not interpreting the use ot term role. When I create a user only choice i have os to make a "Admin" or not.
