I think there is some misunderstanding on how GPS and network location works.
GPS doesn't know if you are moving or not. It calculates location based on signal from satellite, and there can be an error up to 30 meters or even more in some circumstances. So, GPS location will always be jumping around a few meters, even if your device is not moving.
Network provider uses cell towers and wi-fi points to triangulate location. It can be very inaccurate. Error can easily be 1 km or more.
So, there is nothing ridiculous about what you see. It's just limitations of the technologies.
To fix the GPS drifting, you can use filtering by distance of the server side. It has been discussed many times before, so I would recommend to search.
Problem: that GPS does not send data to the manager.

What do you see on the status screen in the app? Are you testing it outdoors?
Same issue I had with iPhone 6. The issue is not traccar at all. It's your phone . Sometimes the place you're at can play around given your sourroudning. This is the same issue uber drivers have. Your location is only correct as your device and the connection you make to wifi/network.
