As for disabling or not registering new users, I don't think it's supported currently.

greetings friends, my first query when using the browser to enter with Openid works as expected, but when using the application in this case android gives me error.
Second query There is a way that if a user is not registered when using openid does not create an account, or if it is not possible there is a way for the account created with OpenId to be disabled.
