are you sure you are checking device in correct device owner account?

ya this is admin account i have configured only two device (one is gps module and another one is android mobile). Android device is in online now but the other one is is not up?
Looks like the message format is slightly different from Meitrack. I would need protocol documentation to fix the issue.
