I can't seem to get the 'Text Message Received' notification to work in version 4.2. I have setup SMPP and confirmed working, I can use the test notification button under the account settings and I get a text to my mobile so SMPP is working fine and other notifications work as I have a shock detection alert that emails me.
I have created a custom command which sends a text to the tracker. I can see in the logs it's submitted and the tracker comes online (green), shortly after a SMS Message Received appears in the logs, but this doesn't appear in the UI events list or send an email like it's meant to.

Your configuration looks correct.
Try remove + from phone number
Is your web app updated as your server? Your device dialog window screenshot is not showing disabled checkbox.
