web page not open the traccar server

How i can install traccar on local network closed from internet? When i install it, webui doesnt loading
You have to download all CDN resources locally. You would also need to have a local tile server.
i will run the traccar server source code and service started using port 8083,but traccar web page not open the my systemip and 8083 port
please help find the issue
